I Want Some Information About Schengen Visa Application Process In India, Any Help Will Be Greatly Appreciated?

My parents are planning to apply for schengen visa from India. Their main purpose of travel is to visit Paris. But the French embassy wants them to attend personally and Mumbai is quite far to where they live. The travel agent in Mumbai has said that he will apply for them at the swiss embassy then they will not need to attend personally. But I understood that Schengen visa application should be submitted at the embassy of the country that is your main destination. So is it safe to apply at Swiss embassy if they want to visit paris? Kindly advice if any body has further information OR personal experience..
